Twenty years after Hurricane Katrina devastated New Orleans, 60 percent of the residents of the hardest hit Lower Ninth Ward haven’t returned. A retired army general who was in charge of the federal relief efforts in the neighborhood remembers the thousands of devastated people impacted by the hurricane. NBC News’ Priscilla Thompson visits the Lower Ninth Ward and speaks with Russel Honoré about his experience in the aftermath of the deadly disaster.
